The United States Constitution (the Law) requires an enumeration of the population every 10 years for the purpose of apportioning the House of Representatives.

The Title 18 reference is not specific but would increase Title 13 penalties.

The 4th Amendment to the Law gives the people the right “to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures.”
